through the act of March 12, 1870, the burgess and town council have been authorized to levy a Road tax not exceeding ten in lieu of five mills, as provided by the act of March fifteen, 1848, to be a street tax, and essential residence-entrepreneurs to pave their sidewalks fronting on all streets with brick or stone; and in case they neglect or ref
